Where did this list come from?

This list includes communities where more than 30% of the residents are low-income or more than 70% of the residents are people of color, according to analysis by MTC of the 2000 Census. These communities are home to one-third of the Bay Area population but a majority of the low-income residents and a majority of the people of color.

For details on the basis of this analysis, contact us (see the bottom of this page) or see MTC’s Transportation 2030 Equity Analysis Report (320k PDF file) and scroll down to Chapter 3: Defining Communities of Concern.

What if my community is not on this list?

This analysis is based on 2000 Census data, and we recognize that it may not include areas where the population has changed significantly since 2000 or where there are small pockets of low-income people of color. If your community fits that description, contact us!

We are also developing a program where other communities can get access to these services for a fee. Contact us for details.
