A Better Measure B
Measure B - Alameda County's transportation funding measure - was originally passed by voters in 1986. Set to expire in 2002, it will be up for reauthorization on the November 2000 ballot, where it will require a two-thirds majority to pass.
The new Measure B is a balanced plan that supports the transit alternatives Alameda County residents need to get to work, school, shopping, and their other daily needs. The plan provides crucial funding for
transit,
bicycle and pedestrian programs, and
transportation services for the seniors and disabled, as well as the local transportation funds cities have come to rely on.

The new plan would nearly double the amount allocated to cash-strapped
AC Transit - to 22% of all tax receipts, a projected $316 million - making AC Transit the largest single recipient of Measure B funds. New funds will mean more frequent, more reliable service, longer hours, and new routes in key areas. If these funds are not reauthorized, AC Transit would have to cut service drastically; the lost revenue would be equivalent to all weekend service in the entire AC Transit service area or every single bus in Berkeley and Albany!

Support for Transit Countywide
The new Measure B provides solid funding for transit projects throughout the county, including new funding programs that weren't even included in the old measure:
- $10 million for express buses to whisk commuters past traffic in HOV-lanes
- $40 million for ACE to keep trains running in Alameda County and add new trains where possible
- $26 million to maintain LAVTA/Wheels, Union City Transit, and ferries

Thousands of Alameda County residents already use the no-pollute commute: as of 1990, 5% of all commute-to-work trips were solely on foot or by bicycle, and bicycle use has grown dramatically in the '90s. The new Measure B recognizes this growing need with an all-new $71 million bike-ped program - at 5% of the tax receipts, an unprecedented commitment to safety and access. Cities, the county, and East Bay Regional Parks District will use new funds to close gaps in the existing network, increase access to transit centers, and improve safety countywide.

Between 2000 and 2020, the number of seniors in Alameda County is expected to nearly double. Many seniors and persons with disabilities currently depend on the paratransit services provided by AC Transit, BART, Wheels, and city-based programs throughout the county. The new Measure B plan provides a huge boost in funding for these programs - a projected $149 million compared to the $17 million provided by the old Measure B. If Measure B does not pass, paratransit users can expect a drastic cut not only in city-based programs, but also in ADA-mandated service.
