Warning Signs was written by Stuart Cohen of the Transportation Choices Forum (a project of TALC as of 2003).

James Corless of the Surface Transportation Policy Project provided the charts comparing data from Bay Area cities and edited the report. Josh Weisman conducted the research for transit frequency. The Steering Committee of the Bay Area Transportation Choices Forum (a project of TALC as of 2003) and dozens of affiliate organizations provided critical feedback on the recommendations in chapter three.
