What's Wrong with the Hayward Bypass
The Coalition opposes this new highway because it destroys over 300 homes, and evicts low- and moderate-income tenants who would probably move east for affordable housing, further congesting the corridor. 

Land reserved for the highway could be used for 3000 new homes -- much-needed affordable, market-rate housing. The cost of this highway would force to go unfunded: commuter buses, local shuttles, road improvements, and other such needed transportation projects. 

While this project remains in court, traffic conditions in the central county worsen. 

This "Bypass" divides a neighborhood, destroys open space, and displaces community resources. 

ACTA's Decision - A move forward, or more legal delays?
The ACTA Board had voted on whether to appeal, on February 28th, 2002, ACTA's last meeting before the deadline for filing an appeal. On March 8, 2002, ACTA decided whether to:
Appeal the decision and waste more taxpayer money and time, OR 
Negotiate a settlement to pursue alternative transportation projects and housing possibilities, providing traffic relief and mobility now instead of years in the future.
