Raising New,
Reliable Transportation Funding
|
|
Bay Area public transit and other
forms of sustainable transportation sorely need additional
sources of revenue. To investigate new transportation funding
options for the Bay Area, TALC has formed a Working Group for the
Funding World Class Transportation Initiative. To date, the
group has researched a variety of transportation funding mechanisms,
considered a broad range of options for generating additional
transportation funding, and focused in on
three options we see as
being most viable. This has led to a two-tiered strategy of
separate measures to pursue including: a)
Gas Tax spillover. We
will immediately launch a campaign to secure spillover funding.
b) Regional Vehicle Registration Fee or Gas User Fee. This option
is being pursued to provide funding for pedestrian and bike
infrastructure and safety, and street and road maintenance.
Our next steps include outreach to member groups to
solicit feedback, and gauging public support through polls and
other outreach methods.

California Vehicle License Fees and
Registration Surcharges

In Lieu Tax. Department of
Motor Vehicles: DMV Milestones 1936 - DMV begins collecting a
VLF (Vehicle License Fee). Because it takes the place of a
personal property tax levy by cities and counties (at varying
rates), it is sometimes called the "in lieu tax."

Vehicle License Fee. Department
of Motor Vehicles: VLF The VLF was established by the
Legislature in 1935 in lieu of a property tax on vehicles. The
formula for VLF assessment established by the Legislature is
based upon the purchase price of the vehicle or the value of the
vehicle when acquired. The VLF decreases with each renewal for
the first 11 years. The VLF is prorated if the
assignment/reassignment of a registration year results in a
registration year of less than 12 months. The DMV returns almost
all vehicle license fee revenue to the cities and counties. For

city or county government officials.

also address many common questions regarding the VLF, including

law.
