CCTA Alternatives

In July 2003, CCTA voted to study three alternative plans for Measure C. These three plans illustrate starkly different visions of growth and transportation plans for the county.

The "Program Focus" plan is very similar to the TLCCC platform and represents a balanced transportation plan that would address the county's changing needs.

The other two plans are much more lopsided: "Local Focus" is based on the recommendations of CCTA's four regional advisory committees, while "Project Focus" is modeled after the recommendations of big business and developers in the county. The "Project" plan would devote fully two-thirds of Measure C funds to highway and road projects. Not only that, it would have no funding for smart growth or safe transportation for children, or pedestrian and bicycle improvements. And it has grossly inadequate funding for local bus and senior/disabled transportation (paratransit).

In addition, the three plans have very different Growth Management Policies. "Program Focus" would require an urban growth boundary. In contrast, the other plans would continue, or even loosen, the failed policies that have made traffic worse by encouraging ongoing sprawl.

Next steps:

CCTA expects to release a draft Environmental Impact Report in December comparing the alternatives, take public input in January 2004, and decide on a draft plan in March 2004. Click here for more information on the timeline.
