1.  TALC Board of Directors Elections - Nominate a Member Group Representative!
There are five Board of Directors openings, and you are invited to nominate a candidate(s) by September 25, 2003.  There are twelve members of the Board; terms are up for four of them (although they may all run again), and one more is stepping down. Nominees must be designated by one of our 50 Member Groups. Those elected to the Board will serve three-year terms beginning this October. There are meetings every other month in San Francisco, frequent e-mail exchanges, and Coalition Working Groups that Board members are expected to participate in. 2. VTA proposes cutting future BART-to-San Jose stations serving low-income communities and students 
Emergency VTA meetings have been called for this week and next after the community reacted to this news! With money for the new BART-to-San Jose extension drying up, VTA proposed cutting future stations serving primarily low-income communities and made bizarre changes in their spreadsheets to make it appear that BART was not the only project left from Measure A.  In a scathing column in the San Jose Mercury News, Mayor Gonzales' push for BART was compared to Bush's push in Iraq:

3. TALC Developing Tools for Transportation Justice
TALC is initiating an effort to provide the resources and ongoing assistance to explain how transportation funding and decision-making happen in the Bay Area, and where community groups can start to win the changes they want. We are developing a Transportation Justice Handbook that will be available at the end of the year, along with a companion website, trainings, and ongoing technical assistance for leaders in the Bay Area’s environmental justice communities. 4.Vote NO on Proposition 54 this October 7th!
Also known as the "Information Ban", Proposition 54 would bar state and local agencies from collecting and analyzing data on race and ethnicity. While collecting "data" might not seem important, state and local governments (as well as non-profits like us) rely on this information to guarantee equal rights for all Californians. TALC and many of its member organizations have already come out in opposition to the Information Ban. 5. Call for Input and Review of Instant Advocate Toolkit
The Toolkit will be an interactive CD-ROM and Website summarizing innovative ideas and case studies for improving transportation and land use patterns in the Bay Area. It will be designed in a user-friendly format that allows community members to search for appropriate solutions to problems that are affecting their communities. We need volunteers to review, edit, and/or fact-check the written summaries that will be included in the Toolkit. We'll acknowledge your contribution within the Toolkit and you'll receive a copy of the complete report and CD-ROM. Read more at:

6. Help TALC Develop a Submission for MTC’s RTP Project Search!
For the first time, MTC is taking public submissions for projects to be included in the next RTP. You can submit projects over the web until September 17, 2003. There are specific requirements a project must meet in order to be considered:
www.mtc.ca.gov/T2030/project-search.htm A few projects TALC has already supported include: a regional Safe Routes to Transit program, Bus Rapid Transit along Geary and Van Ness in San Francisco, and a set of projects from the regional bike plan. 8. Join New Land Use and RTP Regional Goals Working Groups
As part of a new strategic plan, TALC has created several workgroups which are focused on specific coalition campaigns or policy areas, and you are invited! Two different TALC workgroups have now formed: RTP Goals/Performance Measures Workgroup, and Land Use Workgroup. Both workgroups are currently focused on MTC's 2004 Regional Transportation Plan - Transportation 2030.

10. Members In Action

Bay Area Bicycle Coalition Serves the Nine-County Region
There's a new name in town for bicycle advocacy: the Bay Area Bicycle Coalition (BABC).  Formerly called the Regional Bicycle Advocacy Coalition (REBAC), BABC's Board of Directors includes leaders of existing bicycle groups in all nine Bay Area Counties.
The mission of the BABC is "to assure that bicycles are part of an integrated transportation plan throughout the San Francisco Bay Area." The group's focus is on inter-regional projects such as bicycle access on Bay Area bridges, and securing funding for bicycle projects through the Metropolitan Transportation Commission's (MTC) Regional Transportation Plan process.

In addition to changing the name to the Bay Area Bicycle Coalition, the group's July 2003 meeting included the following highlights:
* Election of Officers:  Dave Burch (who works at the Bay Area Air Quality Management District) was elected Chair of BABC. Josh Hart (of San Francisco Bicycle Coalition) was elected Vice-Chair. Mark Birnbaum (an advisor to the MCBC) was re-elected as Treasurer.
* New Board Members:  Deb Hubsmith of MCBC and Carol Levine (who works at Wilbur Smith) were elected to BABC's Board of Directors.
* Platform for the Regional Transportation Plan:  BABC adopted an initial platform for MTC's Regional Transportation Plan update. It includes a request for full funding for "Safe Routes to Transit" and the Regional Bicycle Plan, and bike access on bridges.
* Committees for Bridge Access:  Committee chairs were selected for bridge access projects. If you'd like to help with the West Span of the Bay Bridge, contact Josh Hart of SFBC at (415) 431-BIKE. If you'd like to help with direct access on the Richmond-San Rafael Bridge, contact Deb Hubsmith of MCBC at 415-456-3469 or Robert Raburn of EBBC at 510-433-RIDE.

The Bay Area Bicycle Coalition is also preparing grant applications to hire a part-time staff person who will coordinate plans and involvement for all of the projects listed above. The future looks bright for shifting into high gear on regional bicycle projects. See the REBAC website:
