TALC opposes Proposition 1B
transportation bond
After carefully examining Proposition 1B, TALC is taking an oppose position.
While we applaud the work of several lawmakers to gain significant funding for
public transportation, this funding must be weighed against Prop 1B's likely
damage to programs that rely on the State's General Fund, its failure to
implement a more sustainable funding mechanism for transportation, and the
absence of any connection between the bond's funding and policies that promote
efficient land use and reduce long-term transportation demand. Read TALC's

November election: Yes
on 1C, No on 90
Strong Yes on Proposition 1C: Housing and Smart Growth Bond. TALC is
strongly supporting Proposition 1C on the November ballot. This $2.85 billion
bond would continue state funding for affordable housing production, and it
includes a new $850 million fund for infill and supportive investments and $300

Strong No! on Prop 90, "The Taxpayer Trap
Initiative". Proposition 90 on the November 2006 ballot is a constitutional
amendment that would make it nearly impossible to create and enforce laws and
regulations on a wide variety of issues: land use, transportation, housing, and
the environment. Well-funded real-estate interests are pushing this initiative,
similar to Oregon's devastating "Measure 37", as part of an effort to roll-back

Support the SMART Measure R
campaign
TALC has endorsed Measure R, the November ballot
measure which asks Marin and Sonoma county voters to approve a quarter-cent
sales tax to create commuter rail service and a bike/ped pathway between the two
counties. Now the campaign needs lots of volunteer support to pass! Any help you
can give with phone banking, precinct walking, and tabling will help the measure
clear the two-thirds approval hurdle. Letters to the editor are also needed.

TravelChoice to announce success
of pilot program – October 12
TravelChoice -- an innovative new program to reduce auto trips that is
coordinated by TALC -- will announce the hugely successful results of its pilot
project in the city of Alameda at a press conference. You're invited to attend
the event on Thursday, October 12 at 10:00 a.m. at the Alameda Marketplace (Park
Street and Buena Vista) in the city of Alameda. Speakers include the Mayor of
Alameda and TravelChoice participants who now walk, bike, and use transit more

Setback from the Governor, but
campaign will continue
Governor Schwarzenegger has vetoed
AB 2444 (Klehs), the vehicle registration fee bill that TALC co-sponsored, which
would have funded air and water quality improvements, public transit operations,
and pedestrian and bicycle safety projects. Despite the setback, the work of
TALC's members, activists, and allied organizations raised the profile of AB
2444 and all of our issues in Sacramento, and set a good precedent for promoting
user fees in future legislation. We would like to extend a special thanks to
Irvin Dawid, a long-time Sierra Club activist and TALC volunteer who put in
countless hours helping develop, and then rallying support for the bill.

Welcome TALC staff members
TALC recently added two new staff members. As Senior Planner for the Great
Communities Collaborative, Ann Cheng will be creating planning toolkits and
engaging communities in planning for transit-oriented development. Melanie
Grubman brings her experience as Education Director for Marin's Safe Routes to
Schools program to the regional level as TALC kicks off its own SR2S program.
She has already hit the ground running, helping to organize a great Walk Your
Child to School Day event in Oakland.

Bluegrass for the Greenbelt -
October 15
Join Grammy Award-winning artist Laurie Lewis and
friends for a lively afternoon of bluegrass music in a scenic setting at
Greenbelt Alliance's first annual Bluegrass for the Greenbelt concert. The event
takes place in Kensington on Sunday, October 15 from 3:00 - 6:00 pm, and
features organic snacks and local wines and beer. Funds raised will go toward
protecting the Bay Area's working farms and natural areas.

Introductory Workshop on
Charettes - October 17
The National Charrette Institute
will offer its Introduction to Dynamic Planning seminar for planners, citizen
groups, developers, and anyone involved in community planning projects. It
provides a complete overview of how to plan and conduct an accelerated
collaborative planning process, known as a “charrette”. Learn how to involve all
viewpoints, resolve conflicts, and create more certain planning and approvals
processes. The event, which costs $75, takes place on Tuesday, October 17 from
8:30 a.m. - noon at MTC's auditorium at 101 8th Street in Oakland.

At TALC's September meeting, Don Weden gave a
presentation exploring how the Bay Area will house its future population, and
related it to global warming, global economic competition, energy, and public
health. For the nearly 100 attendees that night, Don's message, “Land use trumps
